Go to league settings and change to the following: Difficulty – ALL MADDEN, Salary Cap – OFF, Injuries – OFF, Pre-Existing Injuries – OFF, Season Experience (Under User Team Help) – SIMPLE. NOTE: Legacy Award achievements, in particular, are buggy in Madden NFL 20. I ran 3 tests with the new roster and you should now hit 45,000 - 48,000 (once hit 57,000) in 10 seasons (the old roster worked too, but the margin was a bit tighter which alongside the buggy achievement didn't seem to work for everyone). UPDATE: 26/7/19 - I have re-uploaded the roster as "49ERSLEGACY2".
UPDATE 17th April 2020: Recent patch should mean rosters are working as normal! The 'removed by creator' error should no longer appear for you
